Relating to towing; declaring an emergency.

Abstract

Directs Department of Justice to study issues related to consumer protection and towing and to provide results of study to Legislative Assembly no later than December 31, 2019.] Sunsets January 2, 2020.] Takes effect on 91st day following adjournment sine die.] Establishes State Board of Towing within Department of Transportation. Authorizes board to file request directing department to deny, suspend, revoke or refuse to renew towing business certificate or letter of appointment to participate on rotational list of towing businesses for certain violations. Authorizes board to impose civil penalties for certain violations. Declares emergency, effective on passage.
